He was born in Kahramanmaraş-Göksun in 1976. After completing his primary and secondary education in Kahramanmaraş and his high school education in İstanbul, he graduated from the Department of Geodesy and Photogrammetry Engineering.
From 1999 to 2000, he worked as a Geomatics Engineer at a private company providing highway and infrastructure construction services. Between 2000 and 2009, he worked at the İstanbul Metropolitan Municipality Transportation Coordination Directorate as a regional reporter, Control Engineer, and Deputy Director within the scope of urban traffic regulation projects and district traffic circulation projects. In August 2014, he was appointed to the İstanbul Metropolitan Municipality Transportation Coordination Directorate.
He carried out secretarial services for the Transportation Coordination Directorate, İstanbul-wide Traffic Regulation and District Traffic Circulation projects, and identification, analysis, and updating studies related to İstanbul road networks.
He prepared the İstanbul Bicycle Master Plan and Bicycle Action Plan, completing 500 km of bicycle path implementation projects across İstanbul within this scope.
He served as a member of the Board of Directors of İstanbul Metropolitan Municipality Culture Inc. between 2011 and 2019 and as a member of the Board of Directors of PTT Information Technologies Inc. between 2020 and 2021.
He was appointed to the position of Chairman of the Transport Safety Investigation Center by a Presidential Decree published in the Official Gazette on 23 June 2020 and continues to serve in this position.
Chairman Mükremin KARA is married and has three children.
